BOARD OF DIRECTORS
As a registered co-operative, the governance, policies, management, and organizational direction of the Vancouver Tool Library are created by the Board of Directors.
VTL’s Board of Directors functions as a management Board. It consists of seven people who are responsible for overseeing everything entailed in the smooth operation of the organization, including strategic planning, budgeting, volunteer recruitment, and everything in between. Directors are the individuals who represent members’ interests at the organization’s operational level. They are elected to the Board by our membership at an Annual General Meeting, and serve a minimum of one-year terms. The time commitment averages about 8-12 hours a month, including a monthly in-person Board meeting.
Meet your current Board of Directors:
Liam Shirley – President
Liam (He/Him) became a VTL Member in the Spring of 2023. Since then, it has been a whirlwind of activities in the orbit of the Tool Library. Liam helps organize the Tool Committee as well as occasionally lending a hand with the spoon carving workshops. Recently elected to the board in the Summer of 2024, Liam’s goals are to continue to expand the presence of the VTL within the Vancouver Community and to foster a low barrier-to-entry environment for learning and most importantly. Liam believes that through small organizations like the VTL, we the people can create the means and the ends to change our collective futures.

Devin Greenfield – Vice President
Devin (She/Her) is new to the VTL but no stranger to the world of tool literacy. She has been involved in skill outreach programming in various forms since 2015 and finds joy in building spaces for people to learn to care for their own things and spaces by teaching others new skills and learning new ones from others. She is a lover of projects big to silly and everywhere in between and is often found spending time outside or working on her bikes. Her goals for her time at the tool library are to foster an accessible space that leaves our members and community feeling ready to tackle projects that make their lived environment work for them.

Scott Bernstein – Outreach Coordinator
Scott (He/Him) has been a member of the VTL for several years and has in the past year been volunteering on the tool committee and the front desk. He lives around the corner from the VTL, and is the parent of two boys. All three of them love tools and get a lot of chances to use them on their off-grid yurt in the Gulf Islands. Scott strongly supports the mission of the VTL in providing access to tools to everyone in our community. As a new board member, Scott is looking forward to helping the VTL grow, develop and remain sustainable in all ways.

Sarah Zwiep – Volunteer Coordinator
Sarah (She/Her) has been a VTL member and front desk volunteer since 2024. She joined the library looking for yard maintenance tools and, after seeing the supportive, collective environment that VTL fosters, has been a super-fan ever since. At the front desk, she enjoys meeting new and returning community members and finds great joy in seeing member’s projects (big or small) come to fruition. On the board, Sarah is honoured and excited to help govern VTL alongside her fellow board members so that VTL may continue to best serve this wonderful community and beyond.

Neil Padgham – Tool Coordinator
Neil (He/Him) is new to the VTL board for 2025. A VTL member since 2019, he first joined – like many others – to borrow a drill. He’s since completed gardening projects, bike repairs, and restored an espresso machine, all with VTL tools! His appreciation for the VTL and how it encourages members to tackle increasingly challenging projects led him to become a shop volunteer and tool committee member in 2023. Neil’s goals on the board are to grow the tool committee, streamline processes, and ensure the VTL continues to serve its members and the greater community.

Andrew Pope – Financial Director
Andrew (He/Him) has been a VTL member since 2017, started volunteering in 2023, then joined the Board in 2026. Andrew strongly believes in the sharing economy as a way to empower people to do the projects that they want or need to do, by making tools less expensive and knowledge more accessible. As Financial Director and active member of the Tools Committee, he is committed to the health of our cooperative, the availability of modern tools, and making our tools safer and more accessible. Andrew likes to borrow tools for various home and sailboat maintenance projects.

JESS ROBERTS-FARINA – SECRETARY
Jess Roberts-Farina (She/Her) is a 90s kid born and raised on the unceded, traditional lands of the Halkomelem speaking peoples in what is also known as New Westminster. Once a communications professional, she spends her time covered in cat and dog hair running her pet sitting business, exploring neighbourhoods on foot, and training in grief support in group settings. Jess is an East Van freak at heart and is happy to be supporting the VTL as Secretary.
